Nah.
It's just contractors getting away with not fulfilling the terms of their contracts by doing shoddy work when they "restore the road surface."
I linked the word "restore" to a dictionary definition in an earlier post, but I think it bears typing out the specific meaning of the word here, just so that we understand what these jerks have been getting away with all these years.
Restore, -verb: 2. to bring back to a former, original, or normal condition, as a building, statue, or painting. (From Dictionary.com)
That means NO FREAKIN' BUMPS!
When you drive on the streets of Worcester and you feel the bumps, the overwhelming majority of them will be where someone dug into the road surface and DIDN'T "restore" the road surface.
