When Dubya says, "This government does not torture people," he isn't lying. He's using the same legalistic mumbo jumbo that Bill Clinton used when he said, "I did not have sexual relations with that woman."
So, which offenses do you think are more impeachable? Getting a blowjob and not lying about it, or trashing the Constitution, authorizing torture, invading and destroying other countries, crashing the US economy, and vastly enriching all your buddies thereby... and not lying about it?
This is the brand of government we get when the majority of Americans don't vote.

I thought you might find it interesting that the majority of the population of legal voting age did, in fact, vote in one of Clinton's and both of W's elections.

I had forgotten that voter turnout statistics had squeaked past the 50% mark, when measured against VAP. But, it's okay because I'm "not lying". The majority of Americans don't vote.
If the majority of VAP registered and voted, perhaps elected officials would notice that their constituencies were actually the voters. As it stands, the voters are demonstrably not considered the major part of elected officials' post-election constituency, the special interests are.
