The problem with the knife ordinance isn't that it would have been too harsh. The problem is the bone-headed idea that such a response would make any slightest difference.
It's already illegal to use a knife as a weapon against another person.
Hell, it's illegal to use your own foot with a shoe on it, fer cryin' out loud! Outlawing shoes, however, wouldn't have any slightest effect on the number of assaults done by kicking.
