DHS - WTF?

After I read this post from yesterday on Pajamas Media, I had to go back and read Michael Yon's post from Sunday regarding the way DHS had treated a foreign visitor to the United States recently.

How can the foreigner in the first story get anywhere NEAR the United States, while the foreigner in the second story encounters such resistance?
